Recognition of Tamil Associations
In order to provide employment opportunities to Tamil Migrants who have returned back due to COVID Pandemic and lost their livelihood, a subset of the scheme “The New Entrepreneur Cum Enterprise Development Scheme” NEEDS will be provided as NEEDS-SIM (Special Initiative for Migrants), this will be part of the NEEDS scheme operated by Industries Department with Certain relaxation for migrants.
This will cater to a person who is a domicile of Tamil Nadu and who has worked abroad for a minimum period of two years with valid employment visa. The said person should have returned to India / Native on or after 01.01.2020. This relaxation will be operational for 3 years from 01.01.2021 till the financial year closing 31.03.2024.
Tamil Sangams in many countries of the world and other states in India have been working for the development of Tamil language and the welfare of NRT’s. By recognizing such Tamil Organisation and co-ordinate with them will provide a fillip to the services rendered by them.
All NRT associations/ organizations in abroad and other states in India are requested to get them registered with this Commissionerate.

Two segments of NRT Associations can obtain recognition namely,
a) NRT Associations Abroad
b) NRT Associations within India but outside Tamilnadu

Application Form :
Application Form for recognition can be downloaded and can also be obtained from the offices of NRT.

Documents to be produced. (Copies of the following documents should be attached along with the duly filled application form)
a) (i) Attested photocopies of the first meeting which has decided the formation of Association, The minutes must contain signature of the Office bearers (in case of associations abroad)
(ii) Copy of registration certificate under Charitable Societies Act 1860 attested by a gazetted officer (in case of associations in India)
b) Bylaw of the Association
c) Name and addresses of members enrolled including e-mail ID
d) Annual report and Activity report for the last three years
e) Audited statement of accounts for the last three years

Recognition fee Recognition of Association would be free of cost.

Recognition number Recognition numbers will be provided after completion of recognition process.
-
Category-wise list of recognised associations would be published in the official website.
-
No discounts or other offers would be provided for attending Government functions.
-
No recognised association would be permitted to use the emblem of the State Government or this Commissionerate.

All recognised association should renew their recognition every five year. Change in office address and name of office bearers if any, should also be informed. Recognition of those associations, which do not renew their recognition will be automatically cancelled and their details will be removed from the official website.

Government / this Commissionerate reserve the right to cancel the recognition of any Association / Organization at any time without assigning any reason thereof and without prior notice.

The bridegroom must be 21 years old, and the bride must be 18 years old at the time of marriage.

Tamil Sangams in many countries of the world and other states in India have been working for the development of Tamil language and the welfare of NRT’s. By recognizing such Tamil Organisation and co-ordinate with them will provide a fillip to the services rendered by them.
All NRT associations/ organizations in abroad and other states in India are requested to get them registered with thisommissionerate.
In order to provide employment opportunities to Tamil Migrants who have returned back due to COVID Pandemic and lost their livelihood, a subset of the scheme “The New Entrepreneur Cum Enterprise Development Scheme” NEEDS will be provided as NEEDS-SIM (Special Initiative for Migrants), this will be part of the NEEDS scheme operated by Industries Department with Certain relaxation for migrants.
This will cater to a person who is a domicile of Tamil Nadu and who has worked abroad for a minimum period of two years with valid employment visa. The said person should have returned to India / Native on or after 01.01.2020. This relaxation will be operational for 3 years from 01.01.2021 till the financial year closing 31.03.2024.

Application Form for recognition can be downloaded and can also be obtained from the offices of NRT.

Documents to be produced. (Copies of the following documents should be attached along with the duly filled application form)
a) (i) Attested photocopies of the first meeting which has decided the formation of Association, The minutes must contain signature of the Office bearers (in case of associations abroad)
(ii) Copy of registration certificate under Charitable Societies Act 1860 attested by a gazetted officer (in case of associations in India)
b) Bylaw of the Association
c) Name and addresses of members enrolled including e-mail ID
d) Annual report and Activity report for the last three years
e) Audited statement of accounts for the last three years

Recognition fee Recognition of Association would be free of cost.

Recognition number Recognition numbers will be provided after completion of recognition process.

Category-wise list of recognised associations would be published in the official website.
-
No discounts or other offers would be provided for attending Government functions.
-
No recognised association would be permitted to use the emblem of the State Government or this Commissionerate.

All recognised association should renew their recognition every five year. Change in office address and name of office bearers if any, should also be informed. Recognition of those associations, which do not renew their recognition will be automatically cancelled and their details will be removed from the official website.

Government / this Commissionerate reserve the right to cancel the recognition of any Association / Organization at any time without assigning any reason thereof and without prior notice.

Government of Tamilnadu launches "Pravasi Legal Aid Scheme" (PLAC) through NRT-ROOTS to assist non-resident Tamils in their legal problems abroad.

Its aim is to provide necessary assistance in legal problems faced by non-resident Tamils.
-
Work-related, passport, visa and other social issues are covered under this assistance scheme.
-
Hospital treatment related to punishment and imprisonment is also included in the plan.
-
Apart from GCC countries, this assistance will also be available to residents of Iraq and Middle Eastern countries.

Appointment of Legal Liaison Officers Applications are being accepted from Tamil lawyers interested to work as Legal Liaison Officers of the Pravasi Legal Aid Cell started by the Government of Tamilnadu to provide legal assistance to non-resident Lawyers (male/female) who have practiced law for at least 2 years in Tamilnadu and have experience in handling legal issues in their respective countries are eligible to be appointed as Legal Liaison Officers.

The government has appointed a special committee to select the deserving candidates from among the applicants.

Legal Liaison Officers are invited to Saudi and Qatar Application form for consideration as Legal Liaison Officer Eligibility criteria for selection as Legal Liaison Officer The applicant must be a Tamil.

Must be able to speak and write Tamil language.

The person should be able to handle the local languages of the respective foreign countries.

Must have practiced as a lawyer for at least 2 years in Tamilnadu (Female/Male).

The Hon'ble Tamil Nadu Chief Minister announced in a press release on 06.10.2021 that "a separate legal aid cell will be set up for the Tamils who have migrated abroad.
Tamils going to foreign countries for work is increasing significantly recent times, the unregistered agents here are sending people who are looking for foreign jobs by brainwashing them with good job, high salary and less workload and send them to work on tourist visa.
People who go to work like that are arrested by the police in destination countries for the following reasons.

Going to work on a tourist visa.
-
Staying in foreign countries even after visa expired.
-
Absence of proper documents.
-
Charges against recruitment agencies to police.
-
Workplace accidents/road accidents.
In these times, they need to take the case to the courts in foreign countries and also the following problems faced by the Tamils during the foreign employment :

Not provided assured work
-
Not provided assured salary
-
Forced to work overtime
-
Not allowing to avail the leaves
-
Non-repatriation even after completion of employment contract
-
Denial of legal rights to workers
While approaching the court to solve the above-mentioned problems, the lack of understanding of the language of those countries is the most ineffective reasons for prosecuting.
Also, due to lack of proper follow-up in the courts, cases related to compensation for persons who die/injury in accidents in foreign countries are pending for many years.
In order to help the migrants who need legal help, legal cell can be formed on behalf of the board in the countries where Tamils live the most, especially in the Gulf countries, Singapore, and Malaysia in the Southeast Asian countries. Also, legal awareness programs can be organized in collaboration with Tamil organizations in Western countries.

A LegalConsultingFirm will be engaged by the board who are familiar with international law as legal advisors.

Persons familiar with the law of the concerned countries (para legal volunteers) will be selected as legal coordinators with the help of Indian embassies in the respective countries.
-
The legal coordinators so selected should know the local language of the respective countries and Tamil language.
-
They will act as liaison between victims, advocates and Indian Embassy.
-
Panel of lawyers who will provide free legal assistance / pro-bono basis will be selected, and if necessary, lawyers on the retainer ship fee basis will also be selected.
-
Those who have gone abroad for study and work and who face legal crisis for the crime they did not commit.
-
Cases of arrears of salary, physical assault etc. against the employer while working in foreign countries.
-
False cases pursued intentionally by the employer
-
Cases relating to compensation to persons who die / get injured due to accidents in foreign countries.
-
Mercy Petitions of persons convicted for offenses not committed.
-
Any other on case to case basis.
-
Victims themselves have to pay their own legal aid fees except in special cases where the Government based on the recommendation of the District Collector will provide legal fees for a prescribed maximum amount.

They will act as liaison between victims, advocates and Indian Embassy.

Eligibility for legal aid
Those who have gone abroad for study and work and who face legal crisis for the crime they did not commit.
Cases of arrears of salary, physical assault etc. against the employer while working in foreign countries.
False cases pursued intentionally by the employer
Cases relating to compensation to persons who die / get injured due to accidents in foreign countries.
Mercy Petitions of persons convicted for offenses not committed.
Any other on case to case basis.
Victims themselves have to pay their own legal aid fees except in special cases where the Government based on the recommendation of the District Collector will provide legal fees for a prescribed maximum amount.
